Since the pandemic started many things changed, most of the things that were considered normal in the healthcare setting, especially in hospital setting, now were seen as a problem. Looking back and remembering the how bad things were, when it came to supplies and equipment’s that were needed for the patients care and the protection of the personnel. Due to the highly contagious nature of this virus during this pandemic, a large portion of the population became infected in a short period of time. In turn, this leads to a shortage of hospital beds, medications, and supplies to treat those affected by COVID-19, as well as a lack of personal protective equipment (Rabold et al., 2020).

On April, 2021 the California Nurses Association (CNA) announced a new law implementation, that required hospitals to create and maintain a three month stockpile of new and unexpired N95 respirators, gowns, and other personal protective equipment (PPE). The sponsor and required of this new bill AB 2537 was CAN (National Nurses United, 2021). Many of the reason for this new bill, was because at least 360 nurses had died from Covid-19 and tens of thousands more became sick during this pandemic. Realizing that the shortage of equipment and the necessary gear needed for protection could have cause this increased number of personnel death, this bill came into place (National Nurses United, 2021).

Governor Gavin Newsom signed AB 2537 in September 2020. This applies to employers whose employees provide direct patient care in a public- or private-sector hospital setting. In addition, as part of this requirement, employers must also implement effective written procedures for determining the quantities and types of equipment used on a regular basis (National Nurses United, 2021). In accordance with Cal/OSHA, employers who violate this requirement will be assessed a civil fine of up to $25,000 (National Nurses United, 2021).

The MSN Essential III: Quality Improvement and Safety would be the key supporter. This Essential focuses on continuous quality improvement. A masters prepared nurse needs to be clear in the approaches that are taken, the tools that are used, performance measures, culture of safety principles, and standards related to quality, as well as prepared to apply quality principles within an organization to be an effective leader and change agent (American Nurses Association, 2011).
